Position Purpose:
This position, with assistance, implements the procurement, and validation of power measurement data directly and indirectly with problem solving skills related to Basin Electric’s generation and transmission service assets and member load. This position is responsible to implement the demand and energy unit billing determinants for the monthly Class A Member revenue determination, Regional Transmission Organization (RTO) load and generation data. The position implements the member billing process, through the assistance and close supervision of the manager, to determine the Class A Member Rate components and member contract arrangements. In addition, this position assists in the support needed for upstream and downstream business groups. This position is identified as a Critical Infrastructure Protection (CIP) related position, which may involve physical and/or logical access to Bulk Electric System (BES) cyber-related assets or systems.
Essential Duties:
- Implement, with assistance, the Itron MV90 software application for revenue meter interrogation, technical analysis, and data set aggregation to determine Basin Electric’s demand and energy units for Class A Member Revenue and RTO obligations.
- Ensure accurate generation measurement for Basin Electric’s facilities and generation purchases.
- Use the Itron MV90 software to access load delivery and generation meter sites to obtain revenue quality interval data. Assist in troubleshooting revenue meter issues and communicate with Meter technicians and engineers.
- Assist in the review of measurement data for completeness, trends, discrepancies, and other anomalies. Validate revenue quality interval data in order to ensure accuracy. Provide input on possible solutions to provide best available billing units with inadequate meter data per industry standards.
- Assist in the maintenance of Basin Electric’s Wholesale Power Contracts Delivery Points which are documented in the Member Revenue’s Meter Attributes database.
- Analyze, develop, and provide, with Manager’s review, the demand and energy billing units for Basin Electric’s Rate Schedule A components. Assist in creating and administering the calculation and proper implementation of member-related contractual agreements regarding Power Services Agreements, RTO transmission charges, wheeling and ancillary services, Basin Electric’s Rate Schedule A, and such related items.
- Build good member relations with open discussion between the members and Basin Electric regarding the metering, development of billing determinants, application of rates, and load measurement. Maintain good working relationships with other utility industry counterparts to efficiently be able to acquire load and electric system information for member revenue and other needs.
Qualifications:
Member Revenue Specialist I:
- Four-year degree in business, accounting, an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program or a related field.
Member Revenue Specialist II:
- Four-year degree in business, accounting, an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program or a related field, and
- Three years of relevant experience in accounting, business, or engineering.
Other Requirements:
- Understanding of the electrical power supply industry, generation operation, and electrical metering industry.
- Demonstrate good verbal and written communication skills.
- Proficient with personal computers and Microsoft Word, Outlook, and Excel.

Typical Physical/Mental/Environmental Demands:
This position requires the ability to remain in a stationary position and to move about the office building, occasional reaching below and above shoulder level, constant use of keyboard/computer and other office productivity machinery, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires the ability to communicate and must be able to clearly exchange accurate information. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines.
